Mr. M. Humayun Kabir was Ambassador of the People's Republic of Bangladesh to the United States (2007-2009). A career diplomat with the rank of Permanent Secretary to the Government, Mr. Kabir previously served as Bangladesh’s High Commissioner to Australia, New Zealand and Fiji (2006-07), as well as Ambassador to Nepal (2003-06).  Mr. Kabir also served as Deputy High Commissioner of Bangladesh in Kolkata, India (1999-01), Counselor and First Secretary at the Bangladesh Deputy High Commission in Kolkata, India (1991-94), Counselor at the Bangladesh Permanent Mission to the United Nations in New York (1996-99), and First Secretary and Second Secretary at the Bangladesh Embassy in Washington (1987-91).

In addition, he was Director-General at the Ministry of Foreign Affairs for South Asia and the South Asian Association for Regional Cooperation (2003), for Europe (2002), and for the United Nations (2001). Mr. Kabir also served as Director of the U.N. Directorate and Foreign Secretary’s Office at the Ministry of Foreign Affairs (1994-96), Private Secretary to the Advisor for Foreign Affairs and Section Officer at the Foreign Minister’s Office (1984-87). He also worked in the Personnel Directorate of the Ministry of Foreign Affairs (1982 and 1984). He was trained in diplomacy in Paris, France, and The Hague, The Netherlands.

A freedom fighter during the Liberation War of Bangladesh in 1971, Mr. Kabir began his professional career as a Lecturer at the Department of Political Science, University of Dhaka (1977-80). He also taught at the Faculty of Law, University of Dhaka at the same time. Mr. Kabir has written extensively on diplomacy with a focus on multilateral and public diplomacy and U.N. peacekeeping. He has lectured regularly at different universities and think tanks during his assignments at home and abroad on diplomacy, entrepreneurship, globalization and social transformation, among others.He holds a master’s degree in political science and a bachelor’s degree in law from the University of Dhaka, in addition to DESS from the University of Paris-XI in France. He also studied at St. John’s University in New York, and at the Academy of International Law in The Hague.

Mr. Kabir speaks English, French, Hindi and Nepali, and he is married with two sons.
